Pds doesn't load my questionnaire

I am trying to load a questionnaire with 1414 questions on a pds. After some minutes I get an error message:

Designer unavailable. Please make sure that Designer is not in the maintenance mode

I retried several times.
There are no attachments in the qx.
Webtester works fine.

Could this be a limitation of a pds?
Or is Designer not working properly at the moment?

I can successfuly import other (smaller) questionnaires.
The Healthcheck is fine.
