In the interview_actions data file, what does an action of “Restarted” mean? Is this only recorded if an interviewer submits a case and then reopens it? Or, can an action of “Restarted” be recorded before “Completed”?
This is recorded when an interviewer COMPLETES an interview. Then (before syncing it to the server) re-opens it for corrections.
