If comment resolved, add that event to `interview__comments` data

Since version 19.08 of Survey Solutions, HQ and admin users can resolve comments. However, that only has the effect of hiding them in the questionnaire review UI.

For consumers of interview__comments data, there’s no indication whether a comment thread is resolved or not. Could the resolution action be added?

This would enable those reviewing comments data to focus on what still needs to be addressed.

I don’t see any nice workaround to find out whether the comment has been resolved or not judging only from exported data.

Perhaps having a discipline of posting a pre-defined comment before clicking Resolve could be employed (e.g. posting specifically the comment “RESOLVED” or “@@@RESOLVED@@@”). Then you will be seeing it in the interview__comments stream.

Note the same applies e.g. to the flag mark set by the supervisor.
