Is it possible to add a link to a webpage on the designer and have it open in a new tab or a new window instead of loading in the same tab as the interview?

The hyperlinks in Survey Solutions are formatted using Markdown, and markdown format for links does not allow for specification of how to open the linked content.

Perhaps, you could add a note “Click with the middle mouse button to open in new window” if you think that this could be helpful for the users. That will open any link in a new window and nothing special needs to be done with setting up the link in advance.
