With questionnaire links, one reference particular questions using Markdown-style links. Is it possible to point to a question in a particular row of a roster–for example, while on row 2 of the household member roster, point to question x on row 1 of the roster?

To be honest it is not so clear for me what is row 1 or row 2 in your example, but the point is that there is no way to create a Markdown-style link to navigate from outside roster item to any item inside any roster instance, or from one roster instance to another one.
No. Any variable names that you mention as link’s target must be either in the global questionnaire level, or resolvable in the current context. No indexing is available here.
