Designer is not showing label texts

I installed the new designer in local server (24.06.6) and imported data from previous database (we used an old release in local server).

Designer UI is not showing the right UI text. See attached image.
Do I need to set the language?

Note: UI texts in the login and questionnaire list is OK.
