Create roster based on a location/outlet

I want to create a price survey. There is a list of outlets that are currently used. Within each outlet, prices are collected for various items.

For example, at Outlet 1, an interviewer may collect prices for the following: Black Pepper, Curry Powder, Tomato Ketchup and Tomato Sauce, Table Salt, Mayonnaise, and Pepper Sauce

At Outlet 2, they may collect prices for the same items plus various non-food items. A supervisor would assign the outlet to the interviewer. How can price information be collected in this scenario?
